How do I activate Windows offline for multiple PCs?

Recently, Microsoft changed their website for activating Windows offline. You can call the number, they text you a link, and that link is only good for one PC. Why has Microsoft changed the website to only be good for one PC?I have hundreds of PCs that I have to activate offline. They are not allowed to be connected to the internet. Why has Microsoft made this change? Is there any way to get a link that doesn't expire immediately after one use?It is so time consuming to have to call the number, and get a new link every time.
