How do I activate all cores using the command prompt in Windows 11 Home?

I made the mistake of checking the 1 core option in advanced boot settings in system configuration. I the processor is now incapable of loading windows. I can only get into the troubleshooting page when holding shift and restart from the lock screen. Is there a command prompt line that I can use to enable all cores from outside windows settings? If not, I'll just have to reset the PC.
