How do I access an option reset my PIN prior to signing in?

I have a new computer, and set up a pin when I first set up the computer. When I went back to login and prompted to enter a pin, it indicated that the pin was incorrect. When I click "forgot my pin," I received a blue screen with the following message:"We can't open that page right now. For security reasons, you'll need to visit the page from a browser or different device. If you think you've reached this page in error, tell your organization's IT support you can't access https://sso.godaddy.com/.I am connected to WiFi.
