How come my laptop won't restart?

I have tried to use Ctrl + Alt + Delete and I tried the power button after I got a Multiple_IRP_COMPLETE_REQUESTS BSOD, however nothing will make my laptop shut down. I also have these weird boxes at the top of my screen. Can you please help?
