How can I stop asking about Windows security proxy when setting up Windows without turning off all proxy options, such as changing mmc or powershell?

Our environment has some special settings so that users do not need to use a proxy, but we want to stop automatically asking for a proxy in the windows setting (security).I've searched all over the console and MMC but can't find the relevant settings. Is there any relevant Registry Key?
