How can I set my Documents File to be store locally instead of being on Cloud, and how do I "pin" the LOCAL files to the quick use bar in file explore

Right now when I open File explorer and go to home, Downloads, Pictures, Music, Video, exist, and there are two Documents. One is stored locally, and the other is from my cloud. For some reason, everything that I'm downloading, using was getting shipped to my cloud. I recently manually transferred all my files except documents from the cloud file to the local file, but new files are still showing up in the cloud. Can I simply completely exclude cloud from being in as any part of my computer, or does it have to exist on the comp and always eat my files... ?
