How can I restore a previous backup after setting up my laptop as a new one or how do I go about resetting it so I can?

Hello to anyone who may be able to help, I recently got a new laptop after running into some problems with my old one. Both laptops are Windows 11. My old one was stuck frozen on one screen so I wasn't able to back it up or figure out which Microsoft account I had been logged into on that one (I have several through school, work, and personal). I ended up making a new Microsoft account to be able to set up my new laptop.
