How can I remove administrator users from my Dell?

I recently bought a Dell from someone online. He told me it was reset, however, when I received the computer, it had two other administrator accounts on it. I asked him for the password to the admin users and he didn't respond. When I tried to factory reset the computer, it asked for the password to the admin user, and I didn't have it. Now I'm left unable to update to Windows 11 and factory reset the computer. Is there a way to remove the accounts from the computer, or is there no way to fix it?
