How can I reinstall Windows 11 Pro on a new SSD without losing my license? Also, will migrating to SSD fix any issues I’m having with Windows OS?

I have a Dell Optiplex 5090 sff pc and I’m experiencing issues with Microsoft Windows OS 11 version. My current configuration only has a 7200rpm HDD 3.5 of 2TB. I’m having frequent issues with Windows OS. Issue 1:Every time there is an update or the system is rebooted after an update or just a normal reboot, I have to wait for 45 minutes to 2 hours for the disk usage to go down from 100% for me to use my system.Issue 2: "Sometimes Windows boots up and shows no login screen. I can only move my mouse. I used to just wait for an hour and if it is still the same, I disconnect my PC. Now when I sta
