How can I publish my Windows app while the Microsoft app store is not available in Iran?

I live in Iran and I wanna publish my Windows app on the Microsoft app store. I tried to sign in to the Microsoft partner center but it didn't work. I wanna know if is there any limitation for Iranian app developers to publish their apps on the Microsoft App Store and if it is, can you suggest an alternative way to publish my app? Thanks.
