How can I permanently take a physical disk offline in the system?

I have installed Win10 and Win11 on two physical disks on my PC, and they are offline from each other in the system. The startup control is controlled in the BIOS. After the update, the other disk automatically goes online after each boot. How can I permanently take it offline in the system?
