How can I limit users from sending to multiple distrbution groups on mass

Hi,

Is there a way to prevent legitimate senders from my organistaiton from adding and sending to multiple distribution lists.

For example a user opens Outlook and composes an email and then they add - DL1, DL2, DL3, D4 etc... and each one of those DLs contains 100 users.

While it is acceptable, it is not practical and it appears to look like they are spamming people.

I am looking for something that will limit them to be able to sent to no more than 2 - 3 DL's, or a method to throttle the rate of outbound email.
