How can I let apps access my laptop when my only sign-in option is using the fingerprint but the fingerprint is not working at all.

Whenever I try to download a app and try to open it. It will say I need access by using my fingerprint on my laptop. When I scan using my fingerprint it will not let me at all. I have to get rid of the laptop at this point because the fingerprint option will never go away even if I remove it. So Microsoft will never let me access apps ever again.
