How can I install Win 11 Pro without 24H2?

Update 24H2 has negatively impacted the performance of my gaming PC. Before the update my MSI Meg z490 Godlike motherboard coupled with an EVGA rtx 3090Ti Ftw3 gpu held the Steam 3DMark benchmark record score of all PC's tested with same hardware. Games would easily run at 200 fps. Post update the 3DMark benchmark score is below the average score and my games are now stuttering and frame rate drops of 20-30% have been encountered.
