How can I get my Windows 10 Pro digital license to activate on a new laptop running Windows 11?

I can't activate my Windows 10 pro license on a new Windows 11 laptop. I do have a digital license linked to my Microsoft account, but I no longer have the email which would have been sent when I upgraded to Windows 10 Pro from the Microsoft Store. I have logged into my Microsoft account and removed the old device. My Microsoft account does also pick up the new laptop. However, whenever I try to activate Windows 11 on the new laptop, it doesn't recognise the new device and gives me an error code. (0xC004C003).
