How can i get my Hacked/compromised account back?

I have tried the online account recovery but that does not work for me. I allways get declined.I have had suspicious logins from another country and they have added their own contact email.I feel like i am answerin all the questions correctly.I honestly belive if a human would review my case it would be a no brainer.Is it possible to talk or chat to someone regarding this?
