How can i fix the the feature that you are trying to use is on a network resource that is unavailable?

I recently downloaded a new game from steam and was very exited to play it. When i installed it and opened the game it said it needed to download some apps to work and when it was downloading a Microsoft visual C++ runtime the error inserted in the image showed. The same error has been happening in other games i try to play as well and it is making me sick. How can i fix this?
