How can i fix my processor always stuck at 0.38 - 0.40 ghz?

This is my first laptop and i bought this used but everything felt really slow. I checked task manager and the cpu was always stuck at 0.40 (sometimes 0.38 or 0.39). I have been using it like this for 6 months.Things i want to point out:• Laptop fans are always going full speed whether i am idle or playing games (both on battery and charger)• Laptop heats when doing light task.• Finger print stopped workingThings i have tried to fix the issue:• Unplug charger• Set minimum and maximum processor state• Trying ryzen controller• Changing intelppm to 1 (cpu got stuck at 2.10ghz but performance was
