How can I fix my laptop not officially restarting

[Windows 11]

I tried restarting my laptop (Some HP unknown model) and it has the error "Failure to security and shut down options: The sign-in process couldnt display security and sign-in options when Ctrl+Alt+Delete was pressed. If Windows doesent respond, press Esc, or use the power switch to restart." And it has the restarting screen behind, its been restarting for 30+ minutes, and nothing is happening. I have an external flashdrive I downloaded COD on, and tried updating my GPU and CPU drivers earlier.
