How can I find and disable hacker's access to my account?

What seems to be happening is someone has gained administrative access to my windows / Xbox email login. They have complete control of every system I run and what they do is promptly dismantle system security in bios and windows. Creating group policy as administrator above me disabling windows defender updates and locking me from access. They then change the folder structure and partitions. I have a new computer I'm trying to get online but stupidly used the same account. I will create another and try again. Any security suggestions would be appreciated. Thanks, mike
