How can I disable creation of all local accounts on Windows 10 Home

I have Microsoft Family enabled, and my kids have Standard User, child accounts. Assuming they are logged in under their family-associated, signed-in, Microsoft account, then I the limits I have set on the computer apply. The problem is that they are able to create a *local* user account on their computer, completely bypassing all restrictions on their other account. I am the only administrator on the computer.
