How can I customise the access a standard user has in windows 11?

I want to be able to give non admin users more access than they have or possibly create additional user profiles other than just standard and admin. How can I create this in windows 11The specific think I want to do i grant access to device manager so they can make it look for hardware, but there would be more. Im using windows 11 home 24H2
