How can I change where apple iCloud photos are uploaded to my PC on windows 10?

Hi there, I am trying to upload iCloud images and videos from my device to my PC. On the iCloud application, it will not allow me to change where the photos will be uploaded, this is an issue because the selected drive is nearly out of storage. I would like to select a hard drive.
