How can I change the location setting when Windows says that I'm "part of an organization"?

I would like to change my location settings, but the slider is greyed out and I am unable to turn it on because Windows thinks that I am "part of an organization" and that this "organization" has a made it so that it is preventing me from turning on location services. I am not part of any public organization or even a Microsoft Family Group so I am very confused on why this doesn't work. Thank you for any advice :)
