How can i access my PC if i am locked out of my account and am not able to receive a verification email?

This question comes on behalf of my mom, whose account says her pin is no longer available due to changes to security settings on her device. The verification code being sent to her gmail account is not being received, and it is given as the only option to verify her account. There does not seem to be any way to log into the computer, or even to switch profiles to a different account. Is she missing something? Email is not in spam folder, and PC is connected to wifi and should be able to send out a verification email.
