I have tried commands in admin PowerShell -- scans, dism, offline downloads, I have also tried reinstalling windows, or just installing it through any windows settings interface. Nothing has worked! 
I have run the resistible download and DirectX download. I manually installed resample.dll only to find MFPlat.dll was missing too along with another myriad of .dlls. The optional features and languages x64 file I downloaded didn't include media anything. The whole windows install was fresh today on a usb drive with windows 11! I wish Microsoft didn't spite its N users.
