Hotmail account blocked & 2 step vertifcation app doesn’t have email address listed to reset

My Hotmail account have been blocked as someone has tried to access my account. When I’m trying to reset my password the verification process tries to send a code to the app but my Hotmail account isn’t listed on the app. I can’t add it now. The other methods to reset the password isn’t helping. The code to alternative email is fine but then the set verification to mobile say it can’t be sent at this time! I’ve tried the account recovery but the response says I have 2 step set up which I did but it’s been deleted when work set up my work email address. I’m going in circles. Is there any way
