High FPS and low ping in games, but have a weird delay

Hello,I've recently built a PC and for some reason I've got some strange delay, like my opponents are 1-2 seconds ahead of me. It's not input lag since I have no keyboard/mouse delay. I get really good fps 150-300 in most games, and low ping, usually 20-30ms. I've tried installing linux and test roblox and that seemed to have worked like my old PC, so I am certain it's a Windows thing (whether I am installing it wrong or not).
