Hi I am getting error 0x80070490 when trying to upgrade to windows 11 Pro through a license that i bought online

I have now had two different activation codes to upgrade to windows 11pro which i had purchased - i even tried via apps store and still got same message coming up. I have done all updates to windows 11 prior to do this.
