hey what do I do if my battery isn't charging?

I had unplugged it to use it, and I forgot to plug it in. when it died I plugged it in and it was stuck at 3%. Two days later it is stuck at 0% I've already tried using the device manager, I've done a battery report and I think I may need a new battery, I want to make sure of the problem before I commit and buy one. Any suggestions? (I cannot force restart my battery by removing it because it is bolted into the laptop, I've checked all updates, and the issue could get me in trouble.)
