Help understand memory.dmp for crash on boot.

I built a new PC in november last year and started experiencing problems. Whenever I boot, the computer goes through POST, the fans start spinning but before loading windows, the computer seems to do a soft restart where all the fans shut down, it goes through POST a second time and then loading up windows. After that it seems to run without issues. This happens on every boot. On a single occasion I've received an error where the computer failed to load the operating system and required to restore to a previous recovery point.
