Help. I can't run onedrive, nor can I uninstall onedrive. I also can't uninstall any other application. I also can't run many other applications and I

A few days ago, I wasn't able to get the onedrive to run. It would just keep giving me an error message telling me to restart or reinstall. So I uninstalled and reinstalled. Then after it ran for about two days, it now gives me the message again. I went to uninstall it but I then get an error message saying it can't run. I also get this same message for: trying to view any pictures, run word or powerpoint, and also I can't uninstall any other applications leading to this same message.
