What a nightmare! I've gone all the way back to a fresh recovery on my brand new Dell desktop which has been working since January. Going through the install/recovery steps, I get to the part where it asks to connect my Microsoft account to my computer. The Local account set up fine and is how I am able to logon to the box. I go through and enter my id and it comes back and asks me to authenticate via my phone. I do this and then it asks for the password to the Local account that I am logged in on.
