hello, i cannot remove the English (United States) keyboard

so i only use the QWERTZ czech layout. i however can speak english fluently and i do not like my windows to be in czech. so my display language is in English, however i cannot remove the English (United states) layout, i cannot find it, every single solution i found doesnt work, because everytime i just restart my computer it appears right back..
