Having trouble upgrading windows 10 to windows 11 on my pc

i have tried 4x to download windows 11 from the windows 11 installation assistant, and it gets to a point where i either get a code of 0xc1900107, or it just freezes up at around 89 percent installing! What am i doing wrong? i have deleted my norton antivirus, cleaned cache/history, etc!
