Having trouble upgrading to windows 11, new laptop came out of the box with windows 10 home. Error code 0xC1900101

I just got a new windows laptop that meets all windows 11 requirements (i5 11300H, RTX 3060, TPM 2.0, Secure Boot Enabled, 16 GB DDR4, and enough space on the disk as well.) Upon using both the installation assistant and the iso, the process starts and always fails at 61% progress. The error codes in the logs are always concluding to 0xC1900101, and I'm not sure what's stopping it despite everything I've tried online.
