Having serious difficulty getting disk managment to get my external hdd drive to read in file explorer

i have an external hdd and a usb stick they are online on disk managment as drive 5 and 6, but not showing in file explorer a;; hidden files ticked.i have tried to assign letters or formats . when i try to format i get unexpected error ocurred check system log for more informationsystem log is as follow"The time provider 'VMICTimeProvider' has indicated that the current hardware and operating environment is not supported and has stopped.
