having an issue while copying or moving or deleting files from my hard disk

I'm facing the same issue while trying to copy files to my drives (SSD and HDD) , the speed keeps decreasing till it get to 0 kb/s then my laptop gets frozen for few minutes and i cant do anything , also when i plug in any external storage device the laptop also gets frozen for 2 minutes , any idea for this issue ?
