Have to press quotation key twice, why?

So Windows 11 keeps "resetting" my keyboard settings, without actually changing my keyboard. I have to press the quotation marks twice to type it, irrespective of which keyboard option I choose. I don't even think at this point the option in settings does anything. It's extremely frustrating when Windows 11 keeps changing how my keyboard works, without my input, or approval. MS fix this!!!
