gta san saves not work in windows 7 from windows 98 /windows me

Hi, I'm BD. I used to play my game on Windows 98 or Windows Me, but today when I tried to play it on Windows 7, all my saves were gone, but when I started playing on Windows 98, they were there. I should also mention that I'm using the "Run Program In Compatibility Mode" feature of Windows 10. Please help me because I don't want to play the game again. Thank you.
