Grainyness increased when moving

Ive recently downgraded from Windows 11 to Windows 10 and ive noticed an issue where whenever I watch or play a game and im moving around in it the screen becomes more grainy/sharp as I move. I havent seen this before and it only occurs on my main monitor. This happens on everything that moves around on my screen and it does become noticeable.I already tried updating my graphics drivers and it hasnt seem to fix this issue.Video example
