Got a pop up saying access to my PC has been blocked for security reasons. Voice says it has Trojan viruses and not to shut down or restart thecompute

Pop up says window is blocked and has Trojan virus. Says not to shut down or restart computer and virus will spread and all files will be deleted. Is this a scam? If not how do I resolve this?
