Google Chrome Opens and is buried in the bottom RH corner of my screen , almost invisible.. Is it a Google or a Windows 11 issue

As of a few months back. when I open Google Chrome it is buried in the bottom RH corner of my screen .. such that I try to open it again as it is barely visible. I then drag it to the middle of the screen and then maximize it.. It opens and closes to maximum almost every time until I reboot. But even once I get it maximized, it will occasionaly show up again very small on reopening Chrome in the bottom RH corner of the screen and I then drag it out a re-maiximze it. I shut down the pc multimple times during the days and sometimes its is okay but it appears to be happening more frequent .. very

the taskbar is fixed at the bottom of the screen, and there are no built-in options to relocate it to the top, right, or left sides of the screen
