Gig Speed but Download way lower than upload speed

Hey maybe someone can help me with this,I using a wired connection i have the gig plan with my isp with equal upload and download speed, my upload is right around a gig, however my download is little over 150mbps? i tried adjusted adapter settings, doing a fresh install of windows, and updating My network driver. I have also ruled out the possibility of a bad ethernet cable as well as any QOS issue
