Getting 0xc0000098 when booting through USB

I recently tried making a bootable usb for windows 11, I was trying to do a clean reinstall. I tried with rufus and the media creation tool, when I tried booting it always gave me error 0xc0000098, it's also on different missing/corrupted file, I tried multiple times for both but non works.
