Games Freeze and Stutter

I'm having a problem with my PC i fully reseted it 1 week ago and every game was running smooth with stable fps and no stutters at all before the reset but now when i play my cpu and gpu usage drops to 10% sometimes and my whole pc freezes and stutters and sometimes my whole pc just freezes so bad that i need to restart it. And its only while gaming.i5 8400 1070 Ti Gigabyte Z370P D332gb ramThis is my last resort before just buying a new pc i was on a tech support Discord and a guy helped me and we literally did everything you can imgane and nothing worked.
