Fullscreen windows "leak through" over the taskbar when out of focus

Whenever I have a window in fullscreen, typically while playing a game, and I switch focus to another window, the fullscreen window appears to "leak through" the bottom of the screen (see image). This is a new behavior within the last few months, and I cannot find a way to disable it.
