FsLogix profile not loading user settings

Has anyone experienced this before - a user's profile had trouble logging in at first and the session kept timing out saying ' The FSLogix Apps Services service failed the sign in. The wait operation timed out.' After a few attempts it did log in but was very slow to log in. However, the session will still not load with the user's personalised session details such as pinned taskbar icons and favourites in chrome. We are using Omnissa Horizon 8 remote desktop.
