Frozen screen Windows 11 update

I am trying to install the Windows 11 update. My screen if frozen. It says “Updates are underway. 100% complete. Please keep your computer on. “ It’s been like this for an hour. Is this normal and just a matter of waiting? If so, how long? I did try turning the computer off. When it comes back up, it displays the same frozen screen. What should I do?
