Friend tried to log into computer, a popup occurred when he tried to input his pin.

Friend was trying to log onto his PC and got a error message (Should be in this post) and tried to troubleshoot. Tried restarting, turning the power off, and tried using the advanced startup menu. We've tried everything the internet has told us. We are stuck and need help.Thank you.
